Coming out of jail and hoping for a quiet life, Yokohama yakuza has to take the lead of his gang after the death of his boss. His small group is is taken in a crossfire between a big yakuza group from Osaka at war with the Tokyo alliance for the control of the city. He tries to keep to the old yakuza code but he is no match for the new thugs who live and fight without honor.

Marc Schrader, a rookie cop caught red-handed with drugs in a police raid of an illegal rave, joins a homicide investigation conducted by Chief Inspector Minks. The victim is a naked young woman with the skin stripped off her back, killed as she staggered into traffic. As Schrader and Minks investigate the murder, the case is complicated by a finger found in the stomach of the victim. Forensic examination proves the finger belongs to Nobert Günzel, who was previously convicted of rape and assault. The police raid Günzel’s residence, and discover a blood-stained table with restraints and bits of human flesh in his basement. They also find video equipment and preserved, tattooed skin from the victim’s back. Soon, they found dead bodies buried in the garden. Günzel then goes missing.

In his investigation he overturns a whole nest of intrigue. Men he had thought irreproachable turn out to be corrupt; solid citizens are seen as the worst kind of scoundrels. Until now, Kagari has specialized in women and their problems. But, realizing the real state of affairs, he rolls up his sleeves for a good cleaning- up-at the same time discovering the murderer of his friend.

Diamond Fuyu is less ethical, and allows the idiotic Tetsu to trick a schoolgirl he fancies, Hanako, into a type of bonded prostitution. Because of gang conflict, the Izu family (to whom Katsuta belongs) has their last gambling den taken over, and he seeks revenge. This brings him back into contact with a former lover who is also a card trickster - she is also Diamond Fuyu's sister, and is now married to Okaru-Hachi, who has mastered a clever card cheating trick called Okaru, which involves the deft use of mirrors.

The second film in the "Suruga yukyoden" series, in which Shintaro Katsu plays Jirocho Shimizu. The film features Omasa, Komasa, Ocho, who will become Jirocho's wife, as well as other members of his future family. There is a particularly great swordfight near the end where Katsu and cronies attack the rival villainous yakuza clan to rescue their ailing, elderly boss. The action choreography, cinematography and editing of this sequence is quite brilliant, treading a difficult tightrope act between genuinely goofy antics and exhilirating, bloody violence.

Responsible for the fundraiser was Jokichi from the Asami family, but Matsugoro from the Kuromatsu family, who wanted to become the greatest boss of the Kanhasshu yakuza, is trying to take over the textile market that Jokichi controls and intercept the fundraiser.
