Keisuke Kuroda’s subordinate takes him to the official residence of the prime minister where he tries to implement changes to the country. Meanwhile, Emperor Hadrian (Masachika Ichimura) wants to keep the peace with the thermae, but the Senate wants to extend the land by using force.
