An underground resistance begins and in this fight, RoboCop must decide where his loyalties lie.

By an accidental opportunity, Mayuko stays at Honnouji Hotel. There, she meets historical figure Nobunaga Oda (Shinichi Tsutsumi) who is attempting to unify Japan.
